Do you mean big with muscle or big with fat? Starving yourself would cause you to lose both muscle and fat, but first the muscle would convert to fat, if you want to tone, then it is the muscle you want to change but without gaining the fat. You’re probably best to ask a personal trainer at your gym (I’m assuming you go).
start by making your meals smaller and more often. try eating 5 times a day only about 200 calories at each meal. Also do plenty of cardio and a little bit of weight excercises
Well if you eat about 1200 cals a day an do a lot of excersize, especially on the arms, you should lose quite a fair bit.
Fastest way: high protein, low carb. Lots of salads, lean meat, egg whites. Reasonable portions. Avoid fried stuff, sugary junk - well, I’m sure you know the drill!
Are your arms big from muscle or fat? If from muscle, I’m not sure what you can do to make them smaller. Otherwise the best way to tone arms is to use hand weights and do things like bicep curls, triceps extensions, French press, and so on. There are exercise DVDs and books that can show you how. I learned from the old Firm videos, which are on DVD now.

Well, if you are not overweight and are muscular, and want to tone your arms, then what does a number on the scale have to do with anything?
That’s out of the way… if you mean to burn the fat and shape up the muscles, then you need a combination of cardio and weight training. Even if you don’t want to go to the gym, then some pushups, tricep curls, and bicep curls in your home will work… as long as you do enough repetitions. To burn the fat, you will have to do cardio - there is no way to spot reduce.
If you want to kill two birds with one stone, do a cardio activity that will work your arm muscles. I’d recommend rowing or swimming - you will work out the arm muscles, burn fat (all over… not just the arms), and get some sun… so grab your sunscreen and head to the pool or the beach.
